Charlotte's roads definitely need better design, but maintenance wise, I can't think of a metropolitan area with better kept roads.

Granted I rarely travel 485 south of the city and I know that area has its problems. Otherwise, Charlotte's roads and traffic are a dream compared to just about any large city in the US.

There is a way to do this tax, but no one would like it. And I mean no one, the privacy issues would never let it pass, and it is waaaay to 1984ish, but the solution would be...............

 

Mandatory GPS installed on all vehicles. Can't pass inspection unless you have one. A system would have to be built to monitor and track each person's mileage, then you would be able to send one bill each year, and you could even divide it up by county if so desired. You coul exclude al miles outside of the state. You would just have to worry about hackers screwing with the GPS systems.

 

Not saying I advocate this, but it would really be the only feasible option to ensure that the tax is applied equitably to everyone.

 

There is cheaper and that would invade privacy ways to do it.  A simple tamper resistant odometer chip placed on a wheel hub would suffice.

Agree. It would take less overhead to set up and it wouldn't punish drivers that put thousands of miles on their cars driving out of state.

 

The mileage tax would likely require a lot of administrative costs. Toll roads would simply need pay-on-the-go EZ pass infrastructure.
