A) He's already gotten that from Philly, only guaranteed 250k from them.

B) Had we wanted him we could give him a $10m signing bonus with a $1m base. He'd get paid $11m but our cap hit would only be $3m (not that he deserves $10m, just an example of how easy it is to play the cap).
