Draft starters at key positions, sign 2nd wave FA to cheap deals to fill in spots that we can afford to have less then high talent (secondary, 3rd, 4th WR). This will be the plan until we get out of our cap problems

There is no plan. Gentleman signed a lot of 1year guys that had good seasons. They then left. He is so full of himself that he thinks he can do this andbe successful this year as well. It just blew up in his face.
