From what I've read, his deal was structured so that it was a series of 1yr/16m deals. So, they could release him whenever and it wouldn't hurt that much.

hes not getting 16. his money wasnt guaranteed. the bucs got out without having to give him a dime. they got screwed on the pick, but the contract was very smart.

I remember doing cartwheels after that deal because it still kept alive the slight chance Star would fall to 14. What followed was epic.
