I don't understand that call on the punt in SF. If he declines the penalty shouldn't they get the ball at point that Seattle touched the ball (18 yd line) instead of where he batted the ball (34 yd line)?

San Fran is getting fugged hard by officials so far. Incorrect spot on punt block and then didn't reset play clock forcing SF to use a timeout.
