Well it's clearly a hold but it wasn't called. So it's a good play until the ref throws a flag.

offensive tackles make a block like that on edge rushers in every game.  As long as they're pushing from that position and not pulling, it won't be called.

He's not even holding him from what we can see. He's pushing his back shoulder upfield. The other hand would tell us more.

Bell has the inside and up into his chest.. that's how they teach you to do it, if you get beat.  The fact that Bell got beat on that play, it's bad, but he was textbook on the recovery and made the best out of a bad situation.

Rewatched the game last night and thought it was a hold that should have been called.

 

Looking at the photo, it doesn't look near as bad as the video.

Its like taking an interference call when you know your beat and the receiver might score.  its worth the penalty when the best of the possible outcomes is a sack and the worse looks more like a sack/strip where Cams arm gets injured.
