It's happening to me too. Throughout my early 20s thick, bx cable like hairs have been slowly expanding throughout my upper back, shoulders, and upper arms. Now I'm noticing the hairs on my stomach are getting thicker lately. As for the facial hair, still waiting for the left side to catch up to the right side in fullness.
