I don't get it.

 

 

The weighting seems to be based on W-L and there is a heavy negative based on division losses.  I think if you look at some of the other teams that have lost divisional games they seem to have lower ratings that the Panthers even though they have equal records or are perceived stronger teams. Just another way to look at it.
