What are the requirements these days to buy an assault rifle?

Unless you plan on assaulting someone with the gun it's just a rifle. Have a valid Id and not be a felon or have violent misdemeanors. And a round in .223 is over kill for home defense. You will deal with over penetration and endanger your wife, kids and neighbors. You are responsible for the round once it leaves the barrel. Get the wife a 20 gauge and call it a day.

What does this mean in average joe English?

It means bigger bullets v smaller bullets......

5.56 Nato round is commonly used by militaries around the world. Originated by European countries who formed whats called the North Atlantic Treaty Organization. Although whats funny when I was in the British military we considered the 5.56 round to be inferior to the standard 7.62 round we used back then....but I digress.

223 Rem (Remington) is a hunting round primarily.

In my opinion, 7.62 is a better cartridge. You have a larger round with more force going farther. If you can handle the extra kick, you can really reach out and touch something far away or tear through armor plating at closer ranges.

The reason NATO made it's own rounds is because all of the NATO forces need to be able to use each other's rounds. It's a matter of convenience. The 5.56 round is lighter, still packs a good punch and also good range depending on the rifle it's leaving, and is cheaper to manufacture than the 7.62 round.
