What year did it become socially acceptable for guys to wear long sleeve shirts with shorts?

Yeah I've always done this going back to high school.  Short sleeve button up shirts look bad to me, thus wear the long sleeve (and roll sleeves up if it's hot). For some reason, that looks better than the short sleeve button up look to me. Ralph Lauren or whatever brand button up with shorts is basically a look that I and a lot of friends wear.

I will say as it pertains to me, it's only a trend among my college age friends though

Cruise over to Dockside on a Friday afternoon and you will see a fair amount of this p.

Not sure of the year, I feel like i have seen it since the late 90's.

I would say late 90s with the long sleeve shirt under short sleeve shirt look. It is very nice with like an Under Armour type shirt for sports. Gives you some sun protection while staying relatively cool. I was at training camp this summer thinking to myself why do all these kids have colorful socks? They all have these name brand black, blue, red, or green socks. They probably cost something absurd like $10 a pair. When i was a young guy the look was socks so small you couldn't see them with sneakers.

I am fine when people experiment with looks. Especially young people. There is no harm in it and they enjoy it. The one thing that drives me nuts is the pants hanging so low you can see skin below the boxers. I really don't know what that expresses.
