It's gonna come down to how much Hardy wants to be here. If G-man doesn't want (or isn't able) to pay in the vicinity of market value, then Hardy is as good as gone (especially with Rosenhaus as his agent).  Panthers fans had better mentally prepare themselves for this reality.
