As previously stated above by Hawk, I think the most effective means of casualties would be to set off when the first finishers crossed the line as there would be more people hanging around. This is either a timed explosive or one that was done electronically (cell phone) detonated.

Explosions look relatively small...like pipe bomb sized that could easily be shoved into a trashcan. Lot of smoke/blast of fire. Gunpower-packed pipe?
