Browns looking for an upgrade at nickel because I don't think they're that high on someone like Buster Skrine, plus with Cribbs gone they'll need a return man, something that Cap'n does somewhat well. They don't have to many needs on defense other than an OLB so it kind of makes sense that he's high on their list this early

Just because he's not a top tier guy doesn't mean he shouldn't generate immediate interest. He's a very good NB and ST'er who is versatile. No reason to think he wouldn't have several suitors right away.
