Cleveland violated league tampering rules?

The Browns have reportedly been in contact with impending free agent Derek Anderson about re-joining Rob Chudzinski in Cleveland.

If so, it would be a violation of the league's tampering rules because free agency hasn't begun. Anderson hinted on his Facebook page that a deal was already in the works to return to Cleveland as a backup QB. "Looks like it is time to make a return to a familiar place for some unfinished business," said Anderson. "I'd be honored to return to Cleveland to play football if the fans would have me."

I know there is a tread on DA wanting to leave but this is another take on this... If we can prove they did indeed broke the rules, we can get 2nd or 3rd round pick from Cleveland.
