Can someone explain to me why its not a penalty when a running back lowers his helmet and hits the defensive player in the helmet? Why isn't that a helmet-to-helmet penalty?

The refs would damn sure throw the flag if it was the other way around.

Does the rulebook state that it is only a penalty for defensive players?
