HELP! Question About Cables/Cable Companies

So, my wife and I have Directv/CenturyLink... Nothing to do with Time Warner.

Our neighbors DO have TWC. So over the summer, when they moved in (as it is a new subdivision), they ordered TWC while they were away and the guy came out and dug a trench going across our front yard right in front of the sidewalk.

One problem, it was the wrong house obviously. AFTER digging the trench, he knocked on the door and asked if he had the correct address, I told him the address he was asking for WAS correct, but we don't have TWC and didn't ask for their services. Again, it was my neighbors.

So, now, after my yard finally started appearing somewhat recovered, today a crew came to lay down their cable. They pulled their trenchdigger off of their trailer and parked it in my yard and when I came out and asked them what they were doing, they said they were laying down the cable for "my" TWC. I told them I didn't have TWC but my neighbors did and their cable was still unburied so it must be them (again).

He looked at me in disbelief and then showed me the paper... Sure enough, my address, my neighbors name. As far as I can tell, my neighbor just gave them the wrong address before moving in and so their bills have their names on them, but they have been coming here - and so have the cable burying guys...

So, after I go back inside, they start digging across the same place in my front yard again and drilled a hole going underneath one side of my driveway to the other and were pulling the cable through it.

Are they allowed to do this? I know that they have to run the cables to the pedestals located in various areas throughout the neighborhood (the closest to their house as far as I know). But the problem today is, someone came out last week and spray painted where the gas lines and stuff were on my property, thinking it was my service, and these guys just went digging without knowing...

Anyone know what's going on here? Are they allowed to dig up neighbor's yards in new neighborhoods for stuff like this? I keep reading something about easements...

Depending on where they are digging they might be in the public domain area. If you are in a new place look for the survey stakes at the front corner of your property. Anything from those stakes to the road is easement

Yeah, I have no idea about the stakes... I haven't noticed any our yard or our neighbor's yards on either side since the houses were completed. I went out and looked and they dug the trench about 6 inches on our side of the sidewalk (towards the house, not the road) and ran it all the way across.

Maybe call the HOA and ask them?

There probably aren't any stakes... it just depends on where your property line is. There is usually an easement of about 6' from the edge of pavement. If they're inside that, there's nothing you can do other than politely ask them to do as little damage as possible.
