That was some replacement ref bs there. He didn't step out, but someone blew the whistle, which is supposed to kill the play. Redskins have major grounds to complain there. Panthers would if they called it back.

Assuming it was a ref that blew the whistle. It might have come from the stands. If so, someone needs to be kicked out of the stadium.
