Yeah I would have gotten rid of Fua before Kearse. Kearse has gotten into the backfield on a couple of occasions this season

 a player has to have not been on a team's 46-man active game-day roster for more than eight games in any accrued seasons, and cannot have been on a practice squad for more than two years.

He is not eligible.

It's not based on starts, it's based on total games played or being on the active roster for a full season.

The rules say no more than 9 total games played, and he has played exactly 9. So it depends on if they mean > 9 or >= 9,
