Why there is no game on Charlotte CBS?

It says "NO GAME due to NFL rules". Can somebody elaborate what that rule is ?

This map of TV coverage of the NFL might help answer your question. It looks like Charlotte would've gotten either Texans Jags or Ravens Eagles, so either Philly or Jacksonville didn't sell enough seats, I guess. Or maybe we didn't fill our stadium enough? I'm not really sure how these blackout rules work.

Restrictions on number of games aired

The NFL rules prohibit other NFL games from being shown on local television stations while a local team is playing a sold out, locally televised home game. The rules are designed to encourage ticket-holders show up at the stadium instead of watching another game on television. However, each network is guaranteed to have at least one game broadcast in every market, so some exceptions are granted to this rule.

That's the TV contract. Whoever's home decides what network it's on.

AFC home games - CBS

NFC home games - FOX

AFC team at an NFC = FOX

NFC at an AFC = CBS

Example: Panthers at titans would = CBS

Panthers at Titans would be on FOX. The away team will always determine network, unless one network doesn't have enough games (which has only happened once).

It also alternates which network (FOX/CBS) has a double-header - 1p + 4p game. This may not have been CBS' week for a 4p game, so they're stuck with the 1p - which is then blacked-out due to the Panthers playing at home.
