If we didn't have Tolbert I would be an advocate of Cooley here. I think Tolbert would make Cooley somewhat redundant considering a lot of his work comes out of the H-back formation. A less traditional TE and more of a FB with elite catching skills.

But he has worked exclusively as a TE in the past at certain points. When Shanahan came in, he moved him predominantly to FB. And I'm sure Gibbs used Cooley as an H-Back because his offense used them extensively and it fits his skill set, although I can't speak on it first hand because most games I saw him in, he was lined up at TE.

Regardless, his skill set allows him to line up at TE, FB, or H-Back and play all effectively. We could use a proven TE to complement Olsen and balance out things between he and Barnidge as far as skills. Olsen and Barny are more receiving-focused TEs, whereas Cooley is a bit more stout and I believe a more effective blocker. Bringing him in could allow us to release Hartsock and/or Brockel and free up a space for another position.
