The meat of the article doesn't really talk as much about the team itself as it does about the history of the NFC South. Worth mentioning that the Panthers broke an NFC South tradition (last to first) this past season.

Based on the fact that he knocks the Panthers and the Falcons and doesn't bother to mention the Bucs, you'd expect he was predicting the Saints to win the division. And as has been mentioned, sportswriters picking the Saints as division winners is an annual event.
