It's sad that this type of thing can happen in broad daylight. The parents shouldn't let their kids walk alone in such a dangerous looking area. To be fair to the parents, they have mentioned in the press that they've explained strangers and kidnappers to their daughter and she was brave to yell and bite the perpetrator.

In Japan some young children carry around a very loud whistle that is usually built into a jacket or a book bag. This can be especially effective in helping to prevent crimes committed during daytime hours

What the fug are you doing letting a 10 and 2 year old go anywhere alone? Even if it's a block down the street, you should at least be within eyesight at all times.

If they find out who the guy is I say we skip the formality of sending cops to his house and just abduct his ass off the street.
