Just finished doing some research and I think I know what Peppers is doing. He has til July 22nd to try and get traded. If past that point he doesnt get traded the only team he can sign with is the Panthers for 1 year. Couple years ago Asante Samuals and Lance Briggs held out and got stipulations in their contracts that if they signed the 1 year tender that they would not get franchised next year. I can see that coming with Peppers. Now the team doesnt have to do that they can just let him sit out a year and franchise him again next year if they want.

A "non-exclusive" franchise player must be offered a one-year contract for an amount no less than the average of the top five salaries at the player's position in the previous year, or 120 percent of the player's previous year's salary, whichever is greater.

So if Peppers does not play in 2009 season, we can techincally tag him in 2010 for the amount of the top five salaries at the DE position.. because his 2009 salary would effectively be $0. Thus, we franchise tag him for less than $17 million. Of course, this could only happen if he sits out the entire 2009 season. But, if he did sign the $17million tag, then we would have to tag him at about $20 million next season.

This is the fact. Peppers cant sit out this year because he will be 30 next year and everyone knows your stock takes a huge hit when that rolls around. No team is gonna invest in him long term if he wants to make a switch and that apparent because no one even sniff at him this off-season. The fact remains signing a long term deal with the Panthers would be the best thing he could do. Not saying he's gonna do that but no team is gonna give him loads of money and a long term deal except us.

You never know he might. Look at it this way would you want him to sit out a year maybe not play the next year. Or give him the guarantee that if he plays this year you wont franchise him next year. Honestly we got alot out of Peppers sure some draft picks would be nice but letting him walk after this season I wouldnt mind.

The dude is weird so anythings possible but if anything I would think the panthers would want him to be committed at least 2 years. Right now he has really no leverage and most teams have not even blinked twice at him. If I had to make a guess i would go with JOAT and say he signs long term because he knows no one will give him what he wants.
