why is there an interstate highway in hawaii?

In order to get federal funding assistance for road construction, the Hawaiian government had to show that they planned to make their Highways connect to another state. They actually had someone come up with a plan to build a bridge from Oahu to California, just for the purpose of getting some federal assistance with their roads. Or at least thats the story I heard when I was there.
