Is Marshall a super-talented WR? Yes. When he wants to be.

There's a reason the Dolphins are dumping him (and the Bears are taking him.) He only plays when he wants to do so, and that is not the kind of player I give a crap about being on the Panthers. Vincent Jackson falls in that same boat.

Yeah, Marshall could definitely be elite, but he has some serious problems. He's even admitted to have a personality condition. Not sure I'd want him around a young QB.
