If I'm not mistaken, teams don't have to be under the cap until the final cuts are made coming out of pre-season, so who cares where they are now when it doesn't matter until September?

You are mistaken. As of 4 PM today you have to be under the cap and stay under or you can't sign anyone else until you are. Last year they extended it to August but that was due to the lockout.

$3mil or less is pretty significant? With all the holes on defense and the need for a WR and other positions, how will they get anything done? Seems to be a tough predicament!

before the restructures we will have $3m in cap space which is a LOT more than many assumed(IIRC people here were saying we'd be way over the cap until we restructured some deals).

If it was just fine then you would be able to decipher the not-so cryptic message that these numbers are before the 1.6 million credit, as well as cuts and restructures so we're actually about 6.7 under after TD's restructure.
