He's paying capital gains tax on his investments. He already made his fortune years ago and paid income taxes on it then (I'm assuming). He may be worth a total of $250 million now,but that's what he's accumulated over his life. It's not what he made last year.

Not a huge Romney fan, but he is not breaking the law. Investment income, if there is any, is taxed at 15% for everyone in America. If you invest, same for you.

Regular income is taxed much higher.
