I missed the play in question but I disagree with what you said. If the running back lowers his head and causes the head to head hit, is it a cheap shot on the running back?

You can't have a helmet-to-helmet on a guy running with the ball unless it's a QB looking to pass.

see this is the problem. You can horsecollar a player while in the tackles. Helmet to helmet only counts on QBs. need to be more consistent.

These rules say a player can't be hurt inside the tackles and only QBs get head injuries.
