From a business standpoint, I think I see a subplot of what Hurney is doing here. Sending another hint to Peppers that we are standing pat with our stance and we will find other ways to update the roster even with no cap room.

I think you're giving Peppers a bit too much credit in the abstract thought department... I knew somebody that lived in the same appt building as him, and he didn't understand the elevator won't work when the power is out
