At what point does another player get an opportunity or is it a situation where you don't want to put a guy who might struggle to field the ball?

On 31 tries his longest return is 17 yds...

He also had a go at 3 kick returns resulting in an 11.7 return yard average, once again he's well behind other returners in that category as well.
