With their aging defense, what on Earth are the Bears going to be able to do? Why trade for that kind of QB, for that much, when you are supposedly a running team?!

I think they just upgraded nicely. They add a receiver and keep forte healthy and they could make moves. They obviously felt they needed to do something now to get better and despite Orton being serviceable, made a decision and took a chance.

Actually, Cutler grew up a Bears fan and had already stated that the Bears were 1 of a couple of teams he would like to go to... but don't bother dwelling on that.
