Almost all cell towers have backup generators. But nothing is fool proof I suppose.

If you have a mobile web modem from a cell phone company you do. Also many cities are installing Wifi referred to as Wi-Max which is a long range wifi subscription service.

Some phones can be used as mobile hotspots yes, you have to pay for the service from your provider though, however if you root your phone there are ways around paying for it.
