Where does the money go? When a player is fined what is the money used for? Is it a bonus for Goddell? Is it put into charity? Does it go to the player who was on the receiving end? I have always been curious where the money goes.

From what I've read, they go to charity.

I agree with the general consensus that this one is silly.

I've seen plenty of "no bills above $20" signs, does that mean if I flash $100 I get my stuff free? Because I'm skeptical.

That's in a sale. You have the ability to request specific types of legal or non-legal tender as payment for a sale or service. However, when it's a contract that constructs debt, and in this case a fine, the debtor can not refuse legal tender.
