you don't have to declare who your #2 QB is anymore.....therefore most QBs probably won't bother unless it is clear cut. Rivera will probably claim they are 2 a and b.

Third QBs always dressed for games, even under the old rules.

It just means Rivera hasn't yet decided who the primary backup is.

But in years past I think you had to declare your #2 QB. Under the new rules you no longer have to do that, therefore he may never say officially who the number 2 is.
