So my friend is looking for a cheap car. real cheap.

Craiglist is the place for cheap cars. Or local auto auctions that are open to the public. You never really know what you're getting though. Best advice is to tell her to do her research on sites like autotrader and review websites and specific models from the late 80's - 90's known for reliability and longevity.

Unfortunately, you get what you pay for most of the time. She'll have to make sure to keep about $100 for the tag office for tax tag and title, and have insurance before going to the DMV, and make sure the car has passed a NC inspection within the past 3 months.

I think she'll tranfer a tag and insurance over from her broken down car. and there is no inspections in SC.
