Everyone knows we can't Trade PEP until he signs the Tender, Right?

He will sign the tender once a trade is agreed upon. He does not have to sign it before trade discussions b/t teams starts. Or if a team presents a contract to him and we dont match it, we get their next two first rounders if he signs it. In other words, we do not have to wait until he signs it to move him.

You are NOT correct.

As long as Peppers has not signed the tender, the Panthers are prohibited from entering into trade talks with another team....this is clearly written in the current CBA.

If Peppers has not signed, this is the scenario:

1. Peppers and agent can talk to any team they wish about a possible deal

2. Team makes Peppers an official offer

3. Panthers can either match the offer or not...if they do not, the Panthers automatically get 2 first round pick.

But you left out the rest of it. If Peppers and Carey can't find a deal where said team will give up 2 first round draft picks then Carey and Peppers call Hurney and asks if we will take less. If we say yes then the negotiating continues. Or we say no, they shuffle off to find another deal. By not signing the tender Peppers can maintain an air of control but in reality he doesn't have it.

If Carey can get 2 number 1 draft picks then I am sure Hurney would be happy for Peppers to go anywhere including in the division. Unless we really are wanting him gone the longer this plays out the stronger Hurney's hand is especially if they want him to stay and sign long term here.

Agreed, but the negotiating is basically between Peppers and the other team. He can then bring something to the Panthers. If the Panthers would be OK, Peppers would sign the tender and then the trade would be consumated.

Until he signs, the Panthers CANNOT talk to other teams.

And you also can't talk to players until free agency opens up. A report I heard today was that Washington was talking to Haynesworth at the combine and Tennessee is investigating whether it was tampering.

This might be Hurney on the phone:

I can't officially discuss any deal on the phone since the player didn't sign his tender but hypothetically speaking if someone where interested in a certain DE, they could be had for .........................

There are rules and then there are rules. Don't believe that Hurney hasn't talked to folks hypothetically or off the record.

You can spout any rules you want but if you know business, then you know there are all kinds of ways of getting around " the rules".
