By being aggressive with making all of these signings, many in the rest of the league will structure their contracts accordingly. That's how I heard it got done in the past, look at the signed guy(s) and then price your guy out accordingly. So the former player, turns out to be the one who helps define the structure of all these contracts to come.

How will it be received by the rest of the owners?

Am I crazy or did it look like every other team was gun shy with exception of a couple of big signings for a team here and there?
