Are Rookie Holdouts Inevitable if New CBA Drags Out?

With so much uncertainty on the CBA it is impossible for front offices and agents to even begin to lay the groundwork for negotiations on rookie (or free agent) contracts until some sort of resolution is reached.

Hypothetically speaking, if a new CBA is not hashed out until the "11th hour" before the season, how long will it take for rookie contract negotiations to take place? I know the time frame differs from player to player or agent to agent, but you have to assume that one side (owners or players) is going to be a little bitter regarding whatever the outcome was with the new CBA and won't be as willing to bargain during contract talks.

Under the previous CBA, even given a whole summer to negotiate, many rookies hold out during training camp and in worst case scenarios, holdout at the beginning of the season. Would a late resolution to the CBA almost make it inevitable that many rookies would be holding out into the first few games of the season or are there any provisions in place to expedite the negotiations?

Well technically you can't have a holdout until you can actually negotiate.

Rookie wage scale might solve the issue for us (if approved).

But if they can only negotiate for a day or two before the season starts then after day 3, a holdout starts.

Would the Rookie wage scale provide exact contract values dependent upon selection in the draft? So a DT selected #1 overall would get the same money as a QB selected #1 overall? I just assumed even with a rookie wage scale in place that there would still be room for negotiation...

Don't know all the specifics, or whether it prevents teams from offering incentives, but my guess would be "cookie cutter" contracts, i.e. you go #1, this is what you get.

Imagine all the details will be known later.
