Pretty sure that is just the driving "code" which is different than the keep right law.

Just found this and it gives a breakdown of each state:

Looks like there are 10 states that have the law. NC is one of the few that permit you in the left lane as long as you are doing the speed limit.

What's the law in your state?

A few states -- for instance, Kentucky, Maine Massachusetts and New Jersey -- permit use of the left lane only for passing or turning left.

Georgia, Colorado and Louisiana follow the Uniform Vehicle Code, requiring drivers to keep right if they're going slower than the speed of traffic.

Wyoming prohibits blocking the far left lane of a highway "for a prolonged period," though it adds that the traffic should be "at a lawful rate of speed."

In Arkansas and South Dakota, vehicles don't have to stay right.

In Alaska, Maryland, North Carolina and Ohio, vehicles can drive in the left lane so long as they're moving at the speed limit.

Florida is trying to join in: Lawmakers reintroduced a Road Rage Reduction Act this year, requiring motorists to stay out of the left lane on interstate highways except when passing. It passed the Legislature in 2005 but was vetoed by then-Gov. Jeb Bush, who questioned whether it was based on sound research.

Ths last sentence of the article pretty much sums it up.

"It's no wonder drivers can be confused, and often frustrated."

I have seen this happen before. I hate to say it because of the "narrators" (and I am from there) but I am pretty sure that is a NJ state trooper. In NJ and 5 or 6 other states it is illegal to be in the left lane unless you are passing and State Troopers don't mess around with that. If you are in the left lane and cars to the right of you are going faster than you, you will get pulled or told to move over as this trooper did. It's a great law.

I lived in NJ for 5-6 years and while the cops were genuine dbags (where are they not?), this law was amazing. There were people everywhere, but I was still able to get to and from places without too much problems. Obviously driving into the city is never a happy time, but that's why there's the ferry and the trains :D

I wrote the mayor's office down here volunteering to supply "Keep Right unless passing" signs out of my own pocket. I never got a response :(

But yea, if I had to list the one thing I hate driving more than rubber neckers, it would definitely be people who get in the passing lane instead of remaining in the bitch lane where they belong.
