RALEIGH, N.C. (AP) -- Delinquent taxpayers in North Carolina owe the state $1 billion, enough to fill almost half the budget gap that lawmakers are looking to address with cuts to public schools, universities and health programs.

The amount of uncollected taxes from both individuals and businesses has doubled from just two years ago, in part because officials have started counting some years-old debts that were once thought to be lost forever. Revenue Secretary David Hoyle said the poor economy and high unemployment rate has also meant more people have been unable to fulfill their tax obligations.

how you file has nothing do with getting paid. its WHERE you file. some states have reserves on hand to pay the first wave of refunds.

im filing with NC on Mon because I owe them. but the # squirrel mentioned is insane.

I made less than 3k in NC last year because I moved fairly early in the year to the DC area. Tax Slayer estimates I get like 170 back from NC. NC then sends me an amended tax return telling me I owe them 9 dollars. No big deal, but how the hell is my tax liability in NC 180 dollars when I made less than 3,000?

If you think NC is bad though, VA is the worst. They wouldn't even let me file online since I was filing for multiple states. I've been waiting for 2 months for my tax return and now i have to pay 400 out of pocket to Maryland since I haven't gotten my VA return back yet.
