My 1st proposal to council...

1st instead of banning members create a T.O forum....(a time out forum).

Posters that get in trouble can only post in that forum for like a week or 2 depending on the crime. Everybody else can go post in there but to just harass the trouble makers..

Members can still be banned but this is for minor offenses like name calling and poo.
