Actually there are a few strategies to go through a multiple choice test. You actually would allocate your limit of 15 seconds per question realizing you will get some in less time and others will take more. Given that each question counts the same it doesn't matter which ones you answer or don't given they are not weighted. They all count the same.

You do need to know some info though- namely can you go through the questions once or several times. Computer tests often let you go only once through while others particularly paper and pencil allow you to go back.

Assuming paper and pencil or a computer test like this where you can go back, you would go through the test answering the ones you know easily in 5-10 seconds each. The ones you don't know you would guess in 5-10 seconds the first time around or if you were going to go through a second time you would mark out any obviously wrong choices so when you did go through you would have a 50/50 chance of getting it right. Plus it speeds up the process since you already would have used some time the first time around to recognize you didn't have a clue. Finally you would do the math ones if time permitted.

The reason you do the ones you have no clue about the first time through is because you want to ensure you answer as many as you can before you run out of time. Guessing the first time through is just as easy as guessing the second time through and saves you the time of having to go back.

This is essentially the strategy you employ on the college ACT test where you are not penalized for wrong answers. On the SAT you use process of elimination.
