Could be someone playing a hoax and putting something that resembles a human foot into a shoe and throwing it out there. Don't ask me what resembles a human foot though. I can tell you this, if they found my foot inside a shoe they would have to run tests to determine if it were human or not.

One of the previous "foots" was a hoax... animal hoof with packed seaweed in the shoe.

I guess NW Dexter wanted to test if it was his victims that were being found.
