I doubt the Iraq fire will have much of an impact on oil prices. Its a refinery, not an oil production facility, so it only impacts fuel prices in Iraq.

Oil prices will keep going up until the situation in the middle east stabilizes. Once it does, speculators will see that people aren't driving as much, inventories are high, and prices will come back down some, although how much is anyone's guess.
