"The notion of current players and coaches being involved presents a conflict of interest that the competition committee has not been favorable to," Anderson said. "We think we have a fair, objective process with former players like (former defensive back) Merton Hanks and folks who have been around football involved in looking at these plays and making determinations, so we're comfortable with the process, which by the way is done in conjunction with the players' association participation."

Anderson added that officials have been told to err on the side of safety, throwing flags on hits of a questionable nature. The league will then review the play and decide if further action is necessary.

While current players might not get a voice in levying penalties, several people with on-field experience have a role in the process.

That process with regard to a play being reviewed for potential disciplinary action starts with the NFL Officiating Department reviewing every play of every game.

Any play involving a violation that needs to be reviewed for possible discipline, whether flagged on the field or not, is referred to Anderson and his staff, which includes Hanks, a nine-year NFL veteran (1991-99). Hanks or Anderson make the initial determination for discipline for on-field violations.

Players have the right to appeal league discipline. The Collective Bargaining Agreement specifies that appeals of fines or suspensions of players for unnecessary roughness or unsportsmanlike conduct are determined by the Commissioner’s designee. The decision on persons appointed as the Commissioner’s designee for on-field player discipline appeals is made in consultation with the NFL Players Association.

Those designated to review the plays that are appealed are former defensive coordinator Ted Cottrell and former Raiders tackle and head coach Art Shell. The duo were jointly appointed by the players' association and the league.

Actually about a year and a half ago when all the cutting the pre-season short stuff started most fans and players wanted it....Now as for how many fans want an 18 game regular season... that I do not know, and can't comment because I do not know where his information came from.

Like JR I was listening to Sirius and heard a fan call in the Goodell called personally. It was found out that he calls fans of all teams very frequently and often... It could be based on those conversations, or maybe they did some polling. So to say what he says is a lie is completely baseless.

Maybe it's not a complete lie, but because he never mentions the money that would be made from two extra games in the regular season, he is telling a half truth, which is as good as lying. haha:cool:

I don't like how Goodell lies about how people want to see an 18 game season, or that we want less preseason games. (For those who want less preseason games, it is only because you want to be entertained, that is not what the preseason is there for. Sorry. ) We all know it is a money grab. I also don't like how he wants to have more regular season games in other countries.

One of the good things he has done was making the draft a shorter process.

I agree with this.. he most definitely is apart of the propaganda train when it comes to 18 regular season games.. however you cut the slices, you're adding more games. if you insist on a black and white comparison, it's 1 extra game of full quarters.. but you are adding 2 full quarter games instead of 3 quarters of play from the 1st 2 preseason games.. so yes, you're still adding 2 more games, whether you blindly want to believe in the 20 game format or not..

regardless, almost every player in the NFL doesn't want 18 games. Most fans realize their team is going to take more injuries, and watering down the roster with more players isn't exactly the greatest idea. it's merely a small bandaide...

I was perfectly happy with Goodell setting the players straight when they went out and constantly kept getting into trouble..

but add in what I mention above, and how ridiculous some of this personal fouls have become and it's highly irritating..

most of the James Harrison hits should not have been called.. I've seen hits on the the NFLs favorite QBs that should not have been called at all, and then turn around to watch another game and it's a legit personal foul that never gets called..

I don't know the reasoning, but obviously the rules are not defined clear enough and perhaps there is a reason for that..

aside from the QB hits, I've seen receivers get hit over the middle: shoulder to the gut, and it's still called a personal foul just because it was a hard hit..

and then the NFL sells movies based on "NFL's Hardest Hits".. yes, it's become ridiculous, and a bit hypocritical..

I'm not happy with Goodell by any means, I guess the kicker is all this 20 game format bulls.hit, and then he wants to talk about player safety in the same sentence..
