Kick returning as a WR/CB means you have flexible hips and really good agility and speed. A lot of these guys as rookies started out as kick returners and got acclimated to the speed of game faster that way. CBs who can return punts typically have better hands than those who don't and are seen to be more aggressive with their INT totals. WRs who can return punts typically have high deep throw value. Kickoff returning is a valuable assessment to top end speed and ability to find openings in a crowded field.

So while you don't -need- to be a kick returner to be good, it helps show natural football instincts along with physical traits.

Oh, I agree that kick returners are normally great athletes, but therein lies the problem. A great deal of these guys rely completely on athleticism, when in the NFL it takes more than just speed, as everyone is fast. Alot of these guys either dont return kicks (either cuz they arent good or cuz the team doesnt want to risk them) or flop at their normal position (like Reggie Bush). I still love Peterson as a DB, but we just shouldn't consider his ability to return kicks as a positive for us in the NFL, as the odds are about 1/10 that he will be a kick returner and a DB for us, either by coaches decision or lack of ability. Draft him as a DB, and dont overrate him for a skill you will rarely use.
