I think that what Gantt is saying is that even if Harbaugh isn't necessarily a Richardson coach, Luck is a Richardson QB. If getting Harbaugh is what he needs to do in order to persuade Luck to enter the draft, that's what he'll do.

He may believe that he can go into the draft with just Hurney and the staff making the draft calls.
