Actually I think he was. It certainly wasn't a sure thing, but after a season of injuries Bradford still had a lot to prove to get back up to #1. Locker wasn't the absolute #1 pick, but I'm pretty sure he was considered.

he was considered by like todd mcshay who also had Jevan Snead as a number 1 overall heading into last season.

what espn talking heads say is meaningless. scouts don't really make their decisions until pro days/senior bowls/the combine

^^^This. At the deadline for declaring it was thought that Locker had a very good chance of going number 1 because people weren't sure how he was going to play because of all the injuries he had from the year before.
