Interesting analysis of this subject over at an inferior site:

Hurney's strength seems to be selecting role-players and spot-starters. He is well above average in selecting players who will stay in the NFL for at least 5 years. Thus, Hurney's "bust-factor" is low compared with his colleagues. His weakness, however, is finding starters.

I agree with this. Hurney has had good and bad moments. But lets look at what Hurney TRIED to do and couldn't get a deal done. He tried to trade up into the lower first round or top of the second round to get Clausen. What was his chip?
