As much as I hate the rule, it was Helmet to helmet. They have even stated earlier in the season that even though the offensive player may lean down with his head to bulldoze forward you should react as a defensive player and not hit there.

Pretty much. As a defender they should just start cutting the legs out, can't call it a dangerous play cause they cant go high anymore.

The receiver lowered his head towards the end zone. What is a defender supposed to do? If the receiver lowers his head up field, he should be subjected to however he is hit. It just isn't fair.
